  15. <p>The 24th Amendment
  16. </p>
  17. <p>     South Dakota last week became the 38th state to ratify the
  18. 24th Amendment to the U.S. Constitution, thereby making it the
  19. law of the land. The operative clause of the new amendment:
  20. </p>
  21. <p>     "The right of citizens of the United States to vote in any
  22. primary or other election for President or Vice President, for
  23. electors for President or Vice President, or for Senator or
  24. Representative in Congress shall not be denied or abridged by
  25. the United States or any State by reason of failure to pay any
  26. poll tax or other tax."
  27. </p>
  28. <p>     Most states have already abolished laws that imposed taxes
  29. as a qualification for voting. The new amendment now cancels
  30. such laws still on the books of five states: Alabama, Arkansas,
  31. Mississippi, Texas and Virginia.

  38. <p>     At 10:44 a.m. on Feb. 10, the state senate of Nevada
  39. unanimously adopted Joint Resolution No. Six, joining 37 other
  40. state legislatures in ratifying a U.S. constitutional amendment--the 25th. Passed by the 89th Congress in July 1965, it sets
  41. forth long-needed mechanics for presidential succession.
  42. </p>
  43. <p>     Under the amendment, an incapacitated Chief Executive can
  44. himself declare in writing that he is unable to continue in
  45. office, and the Vice President can take over--at least
  46. temporarily. If an ailing President is unable or unwilling to
  47. step aside voluntarily, the Vice President and a majority of the
  48. Cabinet can send a written statement to Congress declaring that
  49. the President is incapable of holding office. If the President
  50. were to challenge such a resolution, Congress itself would vote
  51. on the question. The amendment also authorizes the President to
  52. appoint, and Congress to confirm, a new Vice President if a
  53. vacancy occurs in that office.
